The Commissioning Board of the NCAA Sports handles and provides resolutions about the primary concerns related to the sporting events and athletes under the helm of the association. The Commissioning Board offers assistance to college athletes who are members of the association as well as other athletes who are worthy of assistance.
The Board, composed of a commissioning body headed by the Executive Commissioner, meets and consults at least once a month during the first Monday. The usual proceedings of the meeting include the current status of the association, the key issues that need to be looked into, and the proposals suggested by and before the Board. One of these concerns includes the use of anabolic steroids among college athletes.
Since the performance of athletes under the association is a vital factor in achieving the sporting goals of the NCAA, steroid use can help boost the athletes’ performance which can not only help athletes compete in top shape but also boost their self-confidence. While helping athletes remains the biggest thrust of the NCAA and its Commissioning Board, the proposal of anabolic steroid use among college athletes can be a significant resolution to this objective.

Statement of the research objectives____________________________________
The overall objective of this study would be to assist the athletes as well as the Commissioning Board of the NCAA in their performance and decisions respectively. Key questions to be addressed include:
Ø Will the use of anabolic steroids among college athletes be practical and useful without the unwanted side effects?
Ø Which age group should be given the consideration for steroid use and in what sporting events?
Ø What are the possible objections and the possible counter arguments and refutations to these objections?
This study would be conducted using two primary means of collecting data. First is through the use of scientific research and literature revolving around the subject of steroid use among athletes. In particular, the literatures that will be used are past and contemporary researches about the effects of and needs for steroid use among athletes from the age range of 18 to 22. The second means is through the use of experiments which employ the application of the prescribed levels of anabolic steroids to consenting collegiate athletes. More specifically, the collegiate athletes will range from 18 to 22 years old involved in sports such as men and women’s swimming, men’s wrestling, and women’s tennis. Each of these events in the experiment will be composed of 2 individual test subjects.

Lighthouse Research Firm would work closely with the Commissioning Board of NCAA in carefully selecting the athletes who will participate in the ‘experiment’, in monitoring the progress of the research as well as in obtaining the necessary and relevant research materials from the scientific community. Assuming we have three potential sporting events and twelve participants in the tests, tentative experiment topics would include:
Ø The amount of anabolic steroids needed to significantly boost the performance of collegiate athletes in swimming, wrestling, and tennis.
Ø The individual responses of the body with regard to the performance of male and female athletes in their corresponding sports.
Ø A comparison of the performance of athletes prior to and after their use of anabolic steroids.
Ø Projected effects of anabolic steroids on other NCAA sporting events such as baseball and basketball in both men and women’s divisions.
Ø Identification of the drawbacks of steroid use among college athletes based on the bodily reactions of the participants in the experiment and of the probable measures to counter or alleviate the probable drawbacks.
An analysis of the factors involved such as the amount of anabolic steroids and the responses of the athlete’s body in correlation to their performance in their specific sport will be conducted. Further, other factors that may arise before and after the experiment will be identified and considered in analyzing the results of the experiment. Using these factors as bases, a table will be created that will list down the effects of anabolic steroids on the performances of the athletes. Moreover, the literatures obtained will be used not only in explaining the results of the experiment but also in projecting the effects of anabolic steroids when given to college athletes at levels higher than the ones used in the experiment. Lastly, a gap analysis ill be conducted in order to emphasize the probable differences between non-use of anabolic steroids and the use of anabolic steroids among college athletes.
Specifications and assumptions__________________________________________
The cost estimate is based on the following assumptions:
Ø Swimming pool dimensions at three laps of freestyle swimming = 50m x 25m x 2m at 3 laps
Ø Duration of wrestling match per trial = 2 minutes
Ø Tennis match (at one match) = 3 sets
Ø Number of completed trials in a single sport for one division (men or women) = 3
Ø Cycle of anabolic steroid use at 50mg (one dosage per 24 hours) per athlete = 3 weeks.
Ø Tabular presentation of performance comparison of athletes in spreadsheet format.
Lighthouse Research Firm would:
Ø Conduct the experiment in the corresponding premises that will be provided by and with the assistance of the NCAA Commissioning Board.
Ø Partner with the Board in indentifying and selecting the appropriate candidates for the test subjects in the experiment with the expressed written consent of the athletes.
Ø Manage, monitor and oversee the flow of the experiments and the resulting effects to the athletes with the medical assistance from a chosen hospital.
Ø Process the data obtained from the experiments by putting them together in a spreadsheet format that will be easy to comprehend without compromising the details of the experiment.
Ø Ensure the safety of the participating athletes by all possible means and secure the NCAA Commissioning Board updates about the progress of the experiment.
The total cost needed to conduct the experiment and the rest of the expenses to be covered would be $8,000 plus with a contingency fee amounting to 12 percent, which will only be spent for additional operations with the expressed written consent of the NCAA Commissioning Board. While this cost estimate includes rental payments for swimming pool, tennis court and wrestling facilities and other payments for professional services such as referees or umpires, it does not include travelling and food expenses which may be accumulated after the experiment. Any extra expenses after the experiment would be billed at cost at the end of the study.
Lighthouse Research Firm would closely monitor data collection and the welfare of the athletes in conjunction to their approval of joining the experiment. The Firm will immediately contact and notify the Commissioning Board if the actual data collection experience differed from the stated specifications and assumptions in order to be able to immediately discuss the other available options.
